    The Remove Entry from Tail of Queue routine removes an entry
    from the tail of the specified self-relative longword interlocked
    queue. LIB$REMQTI makes the REMQTI instruction available as a
    callable routine.

    Format

      LIB$REMQTI  header ,remque-address [,retry-count]
