RTL Routines, LIB$, LIB$INSQTIQ
 *Conan The Librarian 

    (Alpha and I64 only.) The Insert Entry at Tail of Queue routine
    inserts a queue entry at the tail of the specified self-relative
    quadword interlocked queue. LIB$INSQTIQ makes the INSQTIQ
    instruction available as a callable routine.

    Format

      LIB$INSQTIQ  entry ,header [,retry-count]
