    The Insert Entry at Tail of Queue routine inserts a queue entry
    at the tail of the specified self-relative longword interlocked
    queue. LIB$INSQTI makes the INSQTI instruction available as a
    callable routine.

      LIB$INSQTI  entry ,header [,retry-count]
