    Base. The word-integer-base argument is a signed word containing
    the base.

 word-integer-exponent

    OpenVMS usage:word_signed
    type:         word (signed)
    access:       read only
    mechanism:    by value

    Exponent. The word-integer-exponent argument is a signed word
    containing the exponent.
